Language translation is a large and important part of localization. Most english-speaking people take it for granted when they boot up an installer or a program and the menus come up in English. It's quite a shock when they come up in german, etc. It's also quite a challenge to understand an installer when the readme, etc. is in chinese. (yes, both of these have happened to me - shatty)

This is life on a daily basis for some users in non-english-speaking locales. There are some attempts to address this, such as spLocale and LocaleTracker. I will confess no experience with this beyond downloading spLocale at one point out of curiosity.

I believe that localization support should be more integrated with the OS, since it is a necessary function for many users. This should be dealt with in the ApiDesign. I encourage people who are familiar with these programs and problems to step forward and shape the future for these APIs.
